Yes, there are several option, free, inexpensive & very expensive.
Option 1: amazingly expensive

Option 2: inexpensive

Both options allow creation, form editing, editing of existing pdf's, payment settings. In effect, everything you need to do most pdf-related tasks.
Option 3: freeware
CutePdf Writer http://www.cutepdf.com/
Go2pdf http://www.go2pdf.com/product.html...
pdf4free http://www.pdfpdf.com/pdf4free.html...
pdf995 http://www.pdf995.com/
In my evaluation pdf995 offers most of the features of day after day pdf tasks. For a mere $10 you get a variation without a sponsor page. Their suite ( http://www.pdf995.com/suite.html... ) does pretty much adjectives one needs, for free!
A concluding option I sometimes warning, is to install OpenOffice (http://www.openoffice.org). It's a free, powerful alternative to MS Office, but with an added control: it can export to pdf. This alone makes it worth the download. It MS Office compatible, by the style, so you can open your Word documents surrounded by Writer, and save a pdf.

There are a number of programs (free) that will convert Word, Excel, etc. docs into pdf format. Once installed they show up as a printer. Very straightforward to use, but they are not editable or searchable. For that you need a commercial program.
This one is a FREE program:
