What's the purpose of a scanner that scan negative?

I am looking around for the best scanner to use to scan relatives photos for genealogy purposes. That way I can overrun the disk around to my siblings and they can print out what they want from their own personal computers. I ran across a scanner that debate about scan negatives and I'm curious as to why a scanner would scan negative. What do you do with scan negatives?
