How can i cut back on the static on my police scanner?

turn it rotten, this will eliminate 100% of the static.

Hook up a bigger antenna.

Also move it away from anything that might be impeding the signal or cause noise. Such as gooey walls or appliances.

If it is a police scanner that plugs into the wall outlet, get a power strip that filter out electrical noise.(That might help)
