Yes. You can use FastStone Screen Capture to access your scanner and it have editing tools in it. install, run, and right click on it and follow the footpath to access your scanner then after you takeover it use the edit to resize and next save as any folder type.

You need to cash the scanning resolution. You are probably scan at 75 dpi if you scan it at 150 it doubles the X and Y dimensions for a total of 4 times the size.

there are several opening to did that, i categorized it to before print and after print touch up.
Before
-while scan, change the DPI or resolution to above 300 / inch. or near are surely and enlargement tool approaching etc..50% 100% 200%....something in the scan dialog until that time you scan and after you preview.change it to what size you desire to.
After
- You involve some graphics touch up program such as Adobe Photoshop.
- Open the scanned picture, at the top wallet menu of photoshop, select image -> Image size...
Change the size of the picture and remember that your resolution are recommended to be 300 & above to be clear enough for your print output.

Using resolution. The higher the resolution, the larger the portrait, the more memory and disk space required.
High res for image editing, how illustrious depends on your original figurine ( 1"x1" photo, I have used 1200 dpi, 4X6, I would use 600 dpi, 8X10 300dpi etc)
You can mach your scan dpi to your printer to keep from wasting ink, also.
