I inevitability to EDITa TIF (windows scan file) figure & amass and print that. Any suggested methodology that works?

If you are using a Windows operating system, you can usually use the Microsoft Paint application (Start > Programs > Accessories > Paint) to edit and print the profile.
If your version of paint doesn't support TIFF files, afterwards you will need to look at any a download of the Paint Shop Pro program, or purchasing a program like Adobe's Photoshop (the most expensive solution, but the most flexible too).

Depends what you parsimonious by "Edit" -- if it's resizing, cropping, adjusting the color set off, etc, Irfanview is a free program that's good for that. (I have a sneaking suspicion that you can find it at tucows.com). It opens and save in adjectives sorts of formats, and prints as well. I use it adjectives the time for digital photos.
(At my job we enjoy no budget for such things, and I often switch between Irfanview and MS Paint when working next to scanned similes, Paint for cleaning up smudges and adding lines and lettering, Irfanview for the rest. Tedious, but it works.)
If you want to draw on the doll with better aspect than MS Paint allows, then you stipulation something like what the other poster mentioned. At home I own Fireworks -- it's not Photoshop, but it's not bad.
