Can this Scanner essentially create photographs from negitives?

Not knowing much around scanners does anyone know if this one (A Canoscan 4400F scanner) can create photographs from negitives that are used in a run of the mill camara and in common is it a good scanner? Most likely it can check the brochure and check the box if it came beside this plastic film strip holder looking piece if it does then it probably can transport negatives and turn them into photos. I'm not sure how worthy it is but i have a Canoscane lide 70 and its pretty obedient.
