How do I transport a fax of a scan document through my PC?
How do I saturate in a form by paw, scan it on a scanner attached to the PC, then convey it as a FAX via the PC? Does Windows XP have the functions available to do this?

yes it does. first disable your internet connection (Control Panel>Network and Internet Connections>Network Connections) right-click on the influential one and select "Disable". Plug a phone cord into your computer's modem.
While you're in the Control Panel build sure you have the Fax component installed. Go to Add/Remove Programs and on the side there's "Add/Remove Windows Components" check the box (if it isn't already) for the Fax aspect.
In the Control Panel > "Printers and other hardware" > "View installed printers and fax printers" you should see the Fax.
Now open up the scan document in a program (actually a short time ago the regular Windows image bystander may work) and go to print it. When the print dialog box comes up click on the fax and a wizard will come up and wander you through entering the information.
