Im scan a cream/off white picture but when i print it bad, it comes out similar to a terrifically dull grey/light blue?
any help would be appreciated

I've found scanners are not very fitting at correctly recording significant areas of background tint, especially cream/off white. What I do for substantial work is to save the scan so I can correct the colour match in Paint Shop Pro earlier printing.
Well a number of resons are probable
1. You did not mention the type of your printer, otherwise I would enjoy more been competent to reply. anyhow, just guessing, check for adjectives color componets cartriges are full(cyan, magenta, yellow) becuase most of the printer produce colors by mixing these color components.
2. Try reinstalling the printer driever
3. Try another graphics application (the one you open picture surrounded by and send print command)
There may be other reason as well but those are smaller quantity probable.
