There's nil in a dollar bill that blocks a scanner. However at hand are multiple things going on here:
1) The software that works with the photograph might figure out that it's money and waste to work with it.
2) There are numerous features of money specifically designed not to scan accurately at the resolution available on adjectives scanners. (Note that the high interpolated resolution timetabled on many scanners will not trouncing this.)
3) The color of money is specifically chosen not to print right.
4) Color laser printers will tattle on you. They print an identifying number on every color printout they engender. While this can't be traced directly back to you it can be used for comparison--if they suspect you printed it they check your printer vs the counterfeits.
5) The undeclared service takes a *VERY* dim panorama of counterfeiting.
