Can you buy ink for a HP Photosmart 3210 all-in-one that does not smear when it get drizzling?

Sorry, inkjet ink is water-based. Epson DuraBrite ink have water- and fade-resistant qualities, but can't produce the broad range of colors that other inks can.

HP recommend using their Advanced Photo Paper for "water- and smudge-resistant" printing. Not saying I do, adage THEY do.

You can also buy sprays for protecting inkjet-generated photos, that provide acid-free, UV blocking, waterproof protection.
If it is smearing desperate (small drops of water ruining the page) you may want to try other daily. If that does not work laminate your papers. To directly anwser your question, I do not believe they fashion waterproof ink.
