My hp printer cartiridge is blinking, I hold replaced both, Yet it won't clear. How do I do this?

I enjoy a hp vivera all contained by one printer and scanner. The color button is blinking, It is showing "E" on the copies button and the cartiridge light is blinking. There is papper within the tray, both ink cartiridges are new. I own tried to re-boot the printer but no good. Can you assist? Thank You

Steps
1)Take ot the cartridges when the printer is ON.
2)Unplug the Power chord from the printer.
3)On the Back of the printer u will see a Rear access door.Open It,Look for any paper Stuck,Move the plastic rollers manually for 10 secs.
4)Close the door firmly
5)Inset the cartridges(Make sure cassette is completely removed)

Did you remove the tape from the cartridges prior to putting them within?

You need to calibrate the ink cartridges.
