It will not print if black tape is empty unless you enjoy a selection surrounded by your print setup for 'composite black' - mixing the three colors of the color cartridge to get black as others have said.
My printer, HP Deskjet 3930, will print composite black if I remove the black videotape.

It shouldn't print - it should pass you a message saying that it's out of ink. If you're surrounded by a jam and have need of to print something in a hurry (that's why your ink run out - always happen this way), you can change the colour of the font to darkened blue and that should print (provided you have a colour printer). If you don't enjoy a colour printer, go to your local department supply store or wal-mart or something and get more ink. You can also narrate if it's out of ink if you take the tape out (follow manufacturers instructions) and afford it a little shake. If you don't hear anything, you're out of ink. If you do hear some "sloshing", you enjoy ink and your problem is with any the printer or the computer sending the print command to the printer.
It all depends on the printer. Some will do as the other poster wrote and mix the colors to go and get 'black', but other printers will stop when any one color runs out to protect the print heads.

Yeah, you hold to replace the cartridge if it's completely out, even if there's no black contained by what you're printing, or else it won't print.
Not if you are using a tape that is void. You can still print in color but the black wont show up.
