OCR arabic?
Answer:
LP was right--without knowing what inevitability is, it's difficult to say what would be honest for you.
If you need to do OCR on a large-scale, trying to use OCR software designed for individual consumers (the $200-$400) stuff probably won't work, because they require too much time to dance back and correct the output. Arabic OCR is supposedly a really difficult problem.
Some higher-end software, such as a novodynamics (just look on the wikipedia Optical guise recognition page)and Ar confession (hungarian?) claim to be able to knob this sort of thing, but I don't know where on earth they fall contained by terms of price. If someone else have experience with such stuff, hopefully we can draw from a response. The latter also does plate recognition too.
On the other mitt, if this is low volume, you might try some of the freebies out there.

You haven't mentioned which platform you are ( or
intend ) using. Tricky one, any way.
There is some software out nearby, though I am
unable to testify as to any its accuracy or usability.
In definite cases, pricey as well, though not surprising
considering the energy involved for the task at foot!
