Colored rag or color ink? why?
Answer:
Paper.
Ink to cover sizeable areas will cost a lot more than buying colored article. Will also make broadsheet soggy unless you're using expensive photo grade composition.
However, you can't print "white" on colored paper so depending on what you want to print, it may not come out the route you want it.
