Yes, several cartridges be made so they could not be refilled. They enjoy memory which tracks a number of impressions and tell the printer it is empty (even if it's not). I'm not sure nearly the 5550 HP cartridge possibly your fill up on product site has that info.

You'll want something called a "Chip Resetter", such as the one shown surrounded by my sources. This resets the chip so that the cartridge think that it is new again.

The tape has a exceptional signature that the printer is remembering. There is no way to rest that on a modern HP printer.
You also have to remember that refill a cartridges does mean it is going to work. If the videotape was not printing all right prior to refilling, It surely isn't going to print presently. If the cartridge have has the opportunity to "Dry" it is not going to print. You best bet is to start beside a new videotape.
A quick fix (possibly) is to turn rotten the "Ink Level Tracking" feature of the Printer Driver Software. Usually i.e. how they get you. The in one piece point of that software is to make sure you use the expensive OEM cartridges not the smaller quantity expensive ink replacement cartridges or refilled ink.
