Does anyone hold a suggestion on where I can find a color printer that can print 11x17 treatise for a newsletter? Preferably less after $100, but anything less than $500?

If you are printing a newsletter, it would be best to outsource that to a printshop. The cost to you would be too high to print it on a ink spout!
and a Laser printer is around a couple of thousand bucks.
