Are low priced hp. printers ok for a starter?

Yes, HP's are great starter printers. They are user friendly and the particular model you are considering is cheap on ink (cartridges will cost you around $14 each).
My grandmother have the same printer that you are looking at. She like it so well that she get one for my grandfathers home office. Both printers are working fine and the ink, resembling I mentioned, is cheaper than most printers. Be sure only to purchase HP ink though because refill cartridges are unreliable and can ruin your printer. Refilled cartridges will also void your manufacturer's warranty.

Printers are moderately cheap now, and they absolutely are fine for a beginner.
However, you may want to price the cartridges to see which printer have the cheapest cartridges before you buy the printer....as you will own to replace the ink cartridges at some time :)

They are ok, but they wear out quick. I enjoy switched to lexmark because I don't print much either but the one I bought at Wal-Mart is a 3 within 1 and only cost $75 and the contained by is only approaching $12 a cartridge.

Yes, a small desk top printer is a good starter. HPs are biddable in nonspecific, I have the Deskjet 932C and it works only fine. My cousin got it next to the computer I have and I get the whole set up from her four years ago, not one problem near it as far as the printer is concerned. Simple and small. Look around and see what you like.
I agree near Cafetom. I've brought every sort of printer, and have have no problems with HP. On cheap printers replacing the cartridges sometimes cost more than a moment ago buying another printer with the cartridges. However I've have pretty good luck refill them.
