The response time is calculated as the time it takes for a pixel to turn from black to white and then to black again. So slightly obviously, you can drain that time to a very thoroughly small amount, but never to zero, since it does hold to take some amount of time.
If you mingy it takes no time, that's impossible. If you tight-fisted it takes beneath one millisecond, it's possible, but hasn't happened (or at tiniest not commercially)
You could not have any display near a 0 millisecond response time. Its possible you could have nanosecond response times and even smaller than that. However you won't be seeing any displays resembling this for long while because at some point your going to hit the limit of what really is going to brand name a difference to the viewer, where on earth they will not be able to let somebody know if its one response time over the other.
