Alcohol will harm the peak. Alcohol will get inside the housing too. Alcohol, alcohol fumes and electricity don't mix.
The wipe don't contain enough moisture to be injurious to the computer monitor, unless you are really really trying to prove a point, you won't harm the blind, as the cleaning agent dries quickly.

DO NOT USE WINDEX! Water works okay as do lysol wipes. Simply pinch a soft cloth or paper towl. Windex will help yourself to the protected coating off LCD screen. Cleaning kits work best and arent too expensive.
Yeah, any of the above. Personally I use blind cleaners, but only 'coz I draw from them for free.
If you use water, be wary that no water get inside, as electronics and water aren't honest friends. Using alcohol doesn't have this problem though.
If its simply dust you can blow it with a blow dryer or capture a vacumn cleaner to suck it
