My current Video Card have Dual DVI ports but my monitor have a VGA cord..How can I achieve it to fit?

your foreign card should have come with an adapter for that, along beside a s-video cord also if you got it from a private individual gain with that soul and ask for it
You could try a second hand computer store within your area. They usually enjoy adapters.
Keep in mind, however, that it is exactly that: An adapter to VGA, significance that it will look the same as if you have plugged it in directly to the card (like your antediluvian one, a blue d-sub plug).
In other words, you will not see DVI quality because it is not a DVI monitor.
