Use HotKeys
Tap the Windows Start push button next to the Left Ctrl push button, tap the U switch, wait 3 second, tap the U knob again, and it should start to turn off. Wait until the computer is completly past its sell-by date before disconnecting anything from the rear legs of the computer.
Method 1
hold down Alt and F4, wait a few second then press ENTER that probably wont work heh

Keep pressing Ctrl Alt Delete until your computer reboot, turn it sour when it try to boot backby
try tapping the power button on tower once and it may still be set to shut down from failure to pay in control panel.

first i would check the monitor for power supply(switched on at wall) receive sure it's power lead is plugged surrounded by correctly and the cable going to tower is plugged in properly. are you getting anything on monitor if you turn it on minus the tower being on?
should vote something like "self testing" or "no signal".
but for then you probably find it's your monitor specifically at fault and not the tower and taking the tower down to the shop will prove fruitless within this situation.
can you borrow a monitor from a friend just to hook up and see if it works afterwards?
otherwise if it still doesn't work then it is more than predictable to be a graphics problem.
