I enjoy seen this on other peoples computers since and usually most of the time I'm not saying adjectives the time, but most of the time it has to concordat with your video drivers any not working correctly or anyone installed correctly. All you can try to do is re-install your video drivers. Or you may do this Goto Start> Settings > Control Panel > System Icon > Click the Hardware Tab > Click the Device Manager Button and then look for anything that have a yellow splat on it kinda similar to a ! in a ashen circle if you see anything with that on it that deal with your video card after that's more then promising your problem if you don't see anything then it could be drivers call for to be updated or re-installed. This is all I can really cogitate of to help you and I hope it works for you.
A problem that's kinda firm to explain usually gets an answer thats not slightly fitting.
Could it be that your monitor cables are loose? Check both ends (if in attendance are two ends) that they are securly connected.
It could be early signs that your monitor is going impossible. I had an issue that when the display wasn't shifting, the screen would be fine, but when I typed or moved the eyeshade, the image would find just a touch smaller and after go support to normal size. I guess this could be interpreted as wiggle. My monitor went impossible in going on for two months after that.

upgrade your video drivers from your card maker site...not windows update
this problem sounds approaching ur video card drivers are either out dated or missing progress to microsofts website for the drivers or the video cards manufacturers website if it is on the train meaning intergated to the motherboard similar to a dell or hp go to within website and put in model process of obliteration should fix ur issue hope this helps but its definately a video driver
