First thing's first, you want to verify that it's the mouse have issues - not any operating system resources. To do this, find another mouse to try on that PC and see if the cursor jump around or if it works as it should.
If you verify that it's the mouse causing the problems, I would start beside reseating the connection (unplug/plug in) if it is a USB mouse. If it's a PS2 mouse, which are the elder ones with the green connector, later you will need to reboot after reseating it.
My subsequent question would be "What type of tracking device does the mouse hold?" If it uses a roller ball, try removing the bubble and cleaning it. If it is a LED mouse, meaning there's a red buoyant on the bottom for tracking, then a reboot would be give or take a few all you can try. If the LED is have issues after a reboot, you may just inevitability to buy a new mouse.
Also, it could be the surface you're using the mouse on. I've notice that if I use a LED mouse on surfaces that bend easily (weak mouse wad, paper, bed sheets, etc) afterwards my cursor will sometimes jump when the LED hits a ripple contained by the cloth.
Unplug the cable and reinsert it. Good Luck.
