From your description I am sure this is a configuration issue and monitor and the PC are both OK.
1. Use the buttons on the monitor to do a "FACTORY RESET".
2. In Windows go to, Control Panel | Display Properties | Screen Saver | Power | and turn adjectives the setting to "NONE", then translate the screen shareholder to "NONE".
Test for the problem, if it persists:
3. Enter the system BIOS (DEL switch at power up)
Find the POWER settings age and disable all settings, everything OFF.
Test for the problem , If it persist:
Your display adapter is doing a refresh rate "HICCUP" when it is re-powered after the stand-by mode is completed. You might try different drivers or replace it if it really bothers you.
