It's Static electricty -
A lode of charged material is coated on the inside surfcae of the eyeshade to attract electrons from the cathode ray tube.
A small charge can be present on the outside of the blind.
When you touch it you are discharging the static through your hands and the crackling clap are thousand of tiny charges being dissipated.
this is also why dust is attracted to screen - it is pulled there by the charge. some strange cleaning sprays prevent static build up and help prevent dust forming here....
The TV screen is charged beside particles to see you to see the picture. When it is switched off, in that is a residual charge, not harmful,and when you place your appendage close to the 'tube' the electrostatic discharge is made. This is what you hear.

When a tv or monitor is turned on it works on a sysytem and creat logo using crystals and on the front panel some current is there its unenthusiastic if u rub ur hands or try nylon , polyster it sunds. the sam system the thunder within the sky.
