Answer:
Sounds to me like the resolution or the stimulate rate jumped out of your monitors display gamut.

This is not something that normally happen while you are "just surfing the internet", but it can begin.

Since it shows the windows logo and everything, we know the monitor still works.

Restart the computer again, and right until that time the "windows logo" pops up, hit the "F8" switch a bunch of times.

It will give you a menu beside some boot options, select "Enable VGA Mode".

That will reset adjectives the display settings to the default of 800 x 600 @ 60hz. From within, you can go spinal column into display settings and reset the resolution to what you had it since.

If it still does not display after the VGA mode option, repost.
boot into out of danger mode - f8 at start up- then boot into protected mode then system restore- after virus scan
This looks like a problem near your pc, not your monitor. What text of windows are you running? When exactly is the monitor adjectives out?
Its not your monitor. Most likely its you enjoy Windows corrupted files. all you entail to get Origigal Microsoft Windows disc which OS OS you use and repair it. Microsoft will fix that problme by copying corrupted or missing fles from CD.
Your monitor or the video card is probebly over-heating. The monitor may hold a bad power supply. Borrow a different monitor and see if the problem persist, if so, it is the video card. If the video card has a devotee, make sure it is working and the card is verbs of dust. If the new monitor solves the problem, you want a qualified technician to repair the monitor or consider buying a new one.
If you enjoy another CPU, try hooking your monitor up and seeing if it results in matching problem. If it doesn't, the problem might lie contained by the CPU/box itself. You might also want to try changing your video/graphics card as very well, if all else fail.
Note: Here are some other issues that may be associated with your monitor -

1.) Environmental factor in the nouns of the monitor may be causing distortion.

2.) The monitor or monitor cable may be shabby.
The first thing that you want to determine is whether the monitor is shutting down or if it's losing the video signal. The easiest way to do this is when you power it up, and after the picture go black; turn off the monitor, if nearby isn't a power button just unplug the basic power cord. While doing this watch the peak, if there is positively no change within is a problem with the monitor, if you see a flash when the power is disconnected after there is a problem near the video circuits in the computer. If you want to be definite, you need to connect any the computer and/or the monitor up to a known working piece of equipment.
restart ur computer, put it into risk-free mode, via f8 and go on from within, its prolly with ur computer not ur monitor though u never know
Your display card is overheating and is not competent to properly send signals to your monitor and i.e. causing your monitor to frequently switch bad.
