Depending on how old your monitor is, it any has on on-screen menu or a bunch of dials on the front that you can use to adjust settings. Fiddle near those and see if it helps. If not, later you probably blew a tube and the monitor will need to be replaced.
Is it and lcd monitor or crt? if it's gooey try doing a factory reset. If crt do a deguass and factory reset. If you ahve a spare monitor try plugging it to yoru computer and see if the same problem occur. It might be the video card.
Try going to control panel, and choose display. Go to "Appearance" and change your colors nearby, either to the non-attendance, or play around and choose your own. Once done make sure you choose Apply and click ok. Also check the Settings and see if the color competence is on Highest (32 bit). Also, if you have controls on your actual monitor, put together sure no one have messed with the color settings at hand.
