I enjoy had no issues next to my Samsung 930b. 8ms response time 700:1 contrast ratio. Pretty good rap for the buck. You can find them around $300 if your timing is right. Current best deal from pricegrabber is $323.

Only Cathode-Ray-Tube or CRT's can enjoy a 'Refresh rate'.
changing that setting contained by the 'Display properties' will have NO effect on any other monitor type.
you want one beside a short response time,
400 to 500:1 contrast
Backlit with an LED type backlight....preferrablbly one next to 3...Red Green and Blue LED's.
