Yes, try swapping the monitors out. The one producing the loud ringing noise make me think that the CRT surrounded by your monitor has died. The 50,000 volt capicator give out and sometimes produces that noise. It may be time to buy a latest one. But like the other fellow said, looks at the pins. Try another monitor on your computer and see if it works--if it does not, it is your video card.
If your monitor is given up the ghost correctly and appears blank, then try to see if the plug that go in to the computer video card have all the pins in attendance if one is broken then this could be the exact, another problem could be that the monitor itself is not working anymore, try it beside another computer.
if it comes to safe mode, lately go to properties, and do apply ok, will solve the problem, contained by the safe mode you can try the sfc /scannow contained by the command prompt. but if it dose not ger's to safe mode and you enjoy 98 as the os, try booting it from a floppy and type sys a: c: and enter. but if it's the xp it's got to be formatted.
