Right click on your task public house and make sure 'Lock the taskbar' isn't preferred. Then, just click on the taskbar and hold down the mouse push button and drag your mouse to the bottom of the screen. That should move it down to the bottom. You can check 'Lock the taskbar' after you move it to hold it in that spot.
All you own to do is put your mouse pointer on the task lump and drag it to the bottom of the screen. Then - right click on the taskbar and lock the taskbar.
