What are these green lines that preserve on coming every time I start up my PC for the first time?

I've have my PC now for almost 2 years I imagine. It's a Fujitsu Siemens SCALEO 600 with an LG FLATRON L1715S blind. My PC was working fine for a long time but in a minute almost every time I start up my PC in the morning it looks similar to this:

And I have to keep hold of off turning on and on the PC somtimes 6 or 7 times until they disappear.

Does anyone know why these green lines appear, and no its not Google or IE that are making these lines they are adjectives over the PC. I've rang Microsoft and Fujitsu Siemens and they can't bestow me a deffinet answer to why this is accouring, they said it might be a bad nouns with the eyeshade but I have tightend it as frozen as I can, it still gets approaching this. There are also no Viruses or Spyware on my PC.

I suggest you get a up to date monitor. Try asking LG about it. They might replace it for you for free. I suggest you jump on newegg and get something else. Not an LG. Lifes better minus it. AKA: Goldstar. Do you have Screen Screw on your laptop. Its a software that messes up your screen. Go to the top departed corner of your screen to unlock it. If its not that attain a new monitor. Don't dump the prehistoric one in the trash because you could be fined money. LCD monitors are made of toxic. By the approach first try getting some alcohol and cleaning the connectors on the monitor which connects to your VGA or DVI port. Do the same to your Graphics Card. Then receive a new VGA or DVI cable and connect it. If that doesn't fix that after trash it. Good Luck
Its not your computer, its your monitor. You might have to progress your monitor because that happened to me once where on earth it kept changing to red, not green. I have to change my monitor. Once I changed my monitor, it did not arise again.

I would first try to go to display contained by my control panel and perhaps translate to a higher color level. Try Highest 32 Bit.
Yea, Its most likly your monitor, my cousin had a problem kinda close to that. He got a unusual monitor, soo i suggest you get a bright one.

on the brighter side seriously of times they still work for a long time when they are 'overdriven' like that
