okay,, first of all,, does your monitor is also foggy when you are on Dos mode? before you enter the OS.. if yes,, afterwards there's a hardware problem.. this is a very adjectives problem in CRT Monitors especially if it's an old-fashioned one, you can actually if you are interested fix this by your own.. but you will enjoy to open tha monitor, and afterwards look for the screen output colors cable, just requirement to re-check they are connected correctly,,, also try to hit the monitor (yes hit the monitor) with your mitt not very tricky.. you will notice the colors gettin backbone if not afterwards just enlarge it, and fix it.. btw ,, its high risk for electrical shock,, if you don't know what you doin.
