Reinstalled Windows: everything inside initiate porthole too big. Can't do anything contained by Display setup.?

Check your resolution. The higher the resolution, the "farther away" you'll come across from your windows.

You can check your resolution by right-clicking your desktop, click properties, and consequently going to the Settings tab.

You may also need to install the most recent drivers for your video card, which you can get by googling your video card mark with the word "drivers" appended to it.
