We own hooked the monitor up to another computer and it works perfectly. Is it possible that it is the video card? (More info--the strip is in actual fact black horizontal lines that are affected by the color of the blind behind it.)

Remove your video card and verbs it, especially near the memory chips. Most probably the memory(video card) is not working.
