Answer:
right click on the middle of the desktop select properties
a unsullied window will come up select the settings tab a investigational screen will come up you will see blind resolution and a slider bar slide it to 1024 by 768 pixels
while in that set your color quality to the upmost most likley 32bit
go to your display option and set it for 1024x 768
Right click on the desktop then choose properties. Select the settings tab and adjust the resolution.
It's an adjustment on your monitor. Try setting the monitor hindmost to default settings or "auto adjust".
If that doesn't work, try playing around beside your desktop size settings found by right clicking on your desktop, go to properties, and afterwards click on the Settings tab.
if this is with your explorer(windows). Then possibly use the menu on the monitor to center things.
If you're talking just about an application/game etc. Then perhaps it's viewing resolution is larger than the resolution you enjoy selected as your window default. (So click the buttons on you monitor to center your blind, if it's an application, go to your Display properties/settings and switch the resolution.)
adjust your setting to fit the video screens
