Any monitor can display Windows at 16:9. But not every video card can. Right-click on the desktop and select properties. Go to the settings tab. Not that I'm aware of, though I'm sure it's probably possible with the right software or utility. The ask is 'why" you would want to. Making the desktop wider but shrinking it horizontally seems approaching a hard route to go roughly things. You can just maintain increasing the resolution until you find the right amount of space. At least that process, you won't be losing screen space from the black bar, which would make set book unbearable...
