Why does my CRT monitor's picture wobble and shake?

I enjoy a 19" Samsung SyncMaster 955DF whose picture seems to wobble and shake. Reducing the peak resolution does not help, plugging it into a different wall socket does not assistance, turning off everything else practical it does not help (such as speakers other CRTs and other enigmatic devices), and it didn't do this before I moved into my hot apt.

None of my other CRTs are doing this and I am about (insert paw gesture here) this close to replacing it. What give?
