A alien LCD Monitor or a modern video card??

I play games close to world of warcraft, and CS:S, which run ok, but not the best. Something like 25 frames per second, but playable. I also use a chunky CRT 17" monitor. Combined, they don't endow with you much satisfaction when playing games, watching movies, etc...

I be wondering which would make the most difference to upgrade first... My 17" CRT to a 19" LCD, next to 2ms response time and 3000:1 contrast ratio, or my old video card to a newer, much better performing one.

Upgrade the video card. You don't speak what the old one is but the video board is responsible for pumping out the frame rates, the monitor one and only displays what the card feeds it.
I'd shift with the video card hand down. Good frame rates look good on any monitor, but if you bring back a new monitor your frame rates will still be crap. Plus, LCD monitors are going down surrounded by price very speedy, so you should be able to afford one not long after you draw from the video card.
