Why my moniter eyeshade have rolling down within breakers?

Answer:
It might be due to power fluctuations or it can be that your monitor is not getting the the proper voltage.
It may be like that produce some appliance that is place fundamental to the monitor like Speakers or any appliance creating appealing field.
So check for proper voltage & if any electronic appliance is placed essential or above the monitor remove it.

If then also problem remains contact the salesperson from you purchased it.

Could be that your refresh rate is set too low.

If window...
right click desktop,
"Settings",
"Advanced",
"Monitor" tab,
set refresh rate to 70 (or sophisticated if your monitor can handle it)
I assume your to be a CRT monitor, trademark sure that your UPS (Uninterpreted Power Supply) is not too close to the monitor. Its basically the appealing field around the monitor and try to remove it.
