Most probably yes. Try reseting the settings.
right click on desktop then get to properties then settings next click andvanced then click the monitor tab and form sure it says 85herts if its lower next change it to 85
Is the eyeshade near any power cable? One place I worked our new organization was right resting on the main power cable for the building. This sent the monitors doolally.
If you hold only altered the brightness or contrast consequently no it shouldn't. There is a possibility that the monitor is faulty but I piece that deffinatly makes the eyeshade flicker (if it is a CRT) is having a adherent close by. Do you have a disciple?
Agree that 85 reduces flicker but try difficult possably 95 if this doesn't help do you enjoy speakers near eyeshade as this can often rationale screen problems
