What is the problem near my monitor kaput it go to standby mode when power from computer is turned on?

If it does it when you're not using the computer, but the computer is on, after this is the reason.
it go to standby mode until you move the mouse or stroke a key. to transmute this feature (which is not toxic and for saving electric power) travel to 'Power Options' in the 'Control Panel'.

unplug your monitor for 10 seconds..or run to add remove hardware and remove monitor and reinstall software
Check your VGA Cable at both ends (the PC and Monitor). Alternatively, it may be that your PC have power saving settings enabled, try "waking" it up, wiggle the mouse and typing on the keyboard etc.
