Start the computer in Safe Mode

Try rebooting contained by safe mode and running your virus scan. If you continue to own issues, I'm not sure.
Try booting up in out of danger mode, and you should be able to access your PC. To do this, press F8 when you turn the PC on, and within will be a menu. Choose 'Safe Mode with command prompt' or 'Safe Mode next to networking' if you want access to the internet.
This could be a lot of things. Try nontoxic mode as suggested above. If that doesn't work open the PC and re form all the cards. If you do not presently how to do so you may be better off taking it to your local repair shop.
re install explorer

Try booting up surrounded by safe mode, and you should be capable of access your PC. To do this, press F8 when you turn the PC on, and there will be a menu. Choose 'Safe Mode",if your system will run within safe mode next reinstall the operating system your Booting problem will comletly removed and it behaves everyday.
