As others stated, the higher contrast ratio is better, and the Lower response time is better. One core thing to imagine of though - unless you are doing gaming, neither of these (at least out of the option you listed) will have any noticable effect on standard applications such as work applications or trellis browsing.
If you are using your pc for gaming, you will want to seize the lower response time to prevent 'ghosting' of images (kind of a blurry convey over of prior on screen similes, image artifacts)-8ms is fine for gaming (though you can find lower, I am not sure where on earth the diminishing returns point is - and the claimed 2ms ones are often not truly what they front you to believe)
Unfortunately, I do not think LCD manufacturer hav any legal guidelines they are in somebody`s debt to follow, so sometimes you may find they measure response times different ways to claim a lower number. Best direction here - stick with christen brands and if the price sounds to good to be true - it surely is.

i think the 800:1 is better and 12ms is better. i don't know what they be set to though.
800:1 ratio is better, its a higher clarity. 8ms is a better response time. Like your computer does something, the moniter shows it 8 miliseconds following. There isnt much difference in response time though.

8ms and 12ms are response times. It tells you how like greased lightning a pixel on the screen can switch its color. This speed is terribly important for movies and games. The rule here is - the smaller, the better.
However, surrounded by reality things are not so simple. Many manufacture are racing to produce better numbers, using different way of measurement (often to their own advantage). You should dance and see the monitor for yourself before you buy it.
