The monitor 'has decided' that the PC is not on - do you hear the fans or hold other indicatin that it is running?
Check the Control Panel, Power Options
Make sure the monitor is not set to be turned off after 20 min or so.
Your system section is turned off. The monitor does not see the it!

You're using a "wake-on-lan" part. That display is a message letting you know that the monitor hasn't recieved a videocard response in x amounts of second.
When the computer goes stand still (whatever time you set the monitor to in sleep mode -- 15 minutes is failure to pay in Windows XP), that message will show up unless you're running a screensaver.
It also will show up if you turn on the monitor first, short the computer turned on, or before it loads the POST info or the Windows boot eyeshade.
It's perfectly typical if your system is operating and the monitor went into sleep mode. If it go to that message while active, it's a fault videocard and/or monitor.
Your computer has gone into standby or Hibernate mode, check the power option. Make it all "Never" and see whether the problem comes again. Make appropriate time settings for Monitor, harddisk and standby.
