of late throw away the monitor and CPU if it is old and shift for the sleek monitors that are now avialble at cheap prices
ur monitor have a internal memory all u involve is to reset the jumper inside the monitor (u can also try using software to be paid enable ur monitor keys)
DON'T Go Inside Your Monitor as previously suggested above. That is hugely dangerous, lofty electrocution voltages are possible. Take to a qualified service technician if you need to run inside.
Meanwhile as for your question: hold you set any settings using you video card software? If so you may have clicked an over-ride check box to lock adjectives settings so as to keep them as they are set.
Just a thought, an nVidia card I have was close to that if I didn't adjust it just right and money attention, it would auto select the lock settings box and then I couldn't adjust anything.
