I own a samsung Monitor myself, and since i got the fresh VGA, NVidia MX 4000 [Extremly bad choice] by the agency, i started having this problem, powerfully you need to unplug the monitor, spread out the case, remove the VGA, verbs it with a tissue, verbs the AGP blow it a little bit, and afterwards put the VGA back correctly and afterwards plug the monitor again and run ur pc..

try powering on the monitor unplugged from your computer (if you haven't already done so)
Power up do you bring back any display at all ?
If you do return with a message like - self assessment - or no signal etc etc then you monitor is doing a self audition and the problem maybe from your computer
If you are still getting duplicate problem - do a power reset - unplug the monitor from the wall and leave stale for 1 hr - try again
if this fails you to be sure have a inaccurate monitor - hard to influence what the fault I don`t know - you will have to see a speacialist for this - DO NOT try to repair yourself - the CRT monitors after they are switched bad contain VERY high voltages

Video card or motherboard is out. I would bet on motherboard.
have you get an internal modem in the box? if so, thieve it out. Sometimes when something goes wrong near a modem, it influences the whole system.
