If you parsimonious switching from 16-bit to 256 color, please don't do that. It would decrease your color spectrum significantly.
If you truly be set to 16 to 256 colors, you can right click the desktop, select properties, click the settings tab, and change your color part.
why only 256?
update your video card drivers.
it would be VERY compassionate if you included anything helpful, ie) your monitor model, graphics card model, operating system, etc.

Do you really be set to 16 colors, or do you mean 16-bit color?
At any rate, what you have need of to do is right-click on your desktop, and choose "Properties", and then choose the farthest-right tab at the top, "Settings", and after choose the color setting you want. For the record, even a color depth 256 colors hasn't be in valid use for many years, I'm sure your monitor can do better. Choose the uppermost number indicated.
