If you're a smoker then you probably hold smoke film on the blind, made by a mixture of tar, smoke, and dust. You can use rubbing alcohol as a substitute for Windex, but only just make sure that you don't soak the cloth. Spray the fluid on the cloth first, then wipe the blind.

The best mode to keep the monitor or computer verbs is to be clean yourself. Vacuum and dust regularly. If obligatory, use a De-ionizer to remove smaller particles such as those created by smoking.
You can't force it to stay verbs, but get an anti-static cloth and wipe it regularly. The anti-static cloth will oblige repel dust for a period of time.
it could simply be the thing your watching, or hold a damp verbs and smooth cloth along the screen after dry it with the other wrapping up of the cloth, that works..
Vinegar and a little hot dampen it won't collect dust.
do NOT use any kind of alcohol...repeat, do NOT use any species of alcohol, including windex and such... most screens hold some kind of anti-glare division that will be destroyed if you use alcohol to clean it... within fact, it's fairly possible that this cloudy film you're referring to IS the anti-glare shroud.
If the screen is an LCD peak, then it sounds approaching you may have already used some sort of mordant solvent to clean it. This is specified to cause a cloudy-like effect on LCD screen.
If it's just really dirty, I suggest using http://www.pixelclean.com . This product is alcohol and ammonia free, these are specified to harm the eyeshade.
