Your monitor "IF" still surrounded by good condition should be capable of handle up to 1280x1024. First I suggest to try to amend the refresh rate to 85Hz for flicker free display. You can do this by doing the following:
1. Right Click on your desktop
2. Select Properties
3. Click on Settings tab
4. Click on Advanced
5. Click on Monitor
6. Change rejuvenate rate to either 60, 75 or 85 Hz (Reccomended)
Note: Check if the brand of your monitor is showing on "Monitor Type" if it is using a generic brand later you may need a driver for your monitor to be standard properly.

There is a possibility that you have the 1024x768 resolution set to an outlandish refresh rate. Though, this out of the ordinary monitor supports several different refresh rates.
Try setting the resolution to 1280 x 1024 and see if it give you the same issue. Then try it on a different computer and create sure it is something with the monitor.
If it does equal thing on another computer, later the monitor is probably on it's way to monitor glory. You should start saving up for an LCD monitor, which are not that expensive in our time.
Sounds like your monitor is shot. It supports that resolution, but money the color depth (like maybe to 16-bit) and see if that help. 6 years is along time, though. It may be time for a new one. Tube monitors lose color and brilliance over time.
