If you are running Windows XP, try using your system restore function. This can be accessed by clicking on Start> All Programs> Accessories> System Tools> System Restore
It will pass you an option to restore to an more rapidly time. Chose a date or time before this error come up. Just keep hitting the Next button or follow the eyeshade instructions.
If this doesn't work, you may want to run a web prod on the exact error you are receiving within Yahoo or Google search.
This may also be any a virus or a spyware program running something on your computer. In that case download Ad-Aware or your Virus Scanning software to remove the problem.

Not sure what you have it in mind, but is the 'DLL' you refer to a filename extension? (i.e. <filename>.dll). If that's the case, 'dll' is a dynamic contact library, sort of a shared file that lots of programs use. If so, you should know how to get a backup interpretation from the net. Try a google for dll database.
